SECURITY DEPARTMENT STANDARD OPERATING PROCEDURES (S.O.P.)
FORMATION BACKGROUND
UNITEN Security Department as an in-house security services was formed on 23rd June 2008 headed by a Senior Security Manager with thirty four (34) uniform personnel and four support staff which include one (1) Admin. Executive.
SECURITY DEPARTMENT OBJECTIVE
To ensure the existence of an ideal working environment within the Campus to enable the University and the students achieve their objectives successfully; with the main objective to promote high degree of security awareness amongst the staff and students to safe guard against discrepancies and acts that may jeopardize the ideal environment mentioned.
SECURITY POLICY
Security is the responsibility of every individual of the campus community which are developed through sense of awareness and strong will to protect university (company) assets and properties. In order to achieve an effective security system the university requires the full cooperation of every employee and students.
The loss of company property through theft, pilferage, sabotage and industrial espionage results to loss of profit, incurring more cost etc. As such, we should adopt a proactive attitude in enforcing strict controls in safeguarding all company assets, information and even its public image.
There is a significant different between the Police approach security and Corporate Loss Prevention approach. The Police protects the community by deterring crime through the threat of arrest and (if found guilty) sentence for imprisonment. Corporate Loss Prevention is one of preventive and proactive in nature rather than essentially reactive.
If required reactive measures will be carried out in a timely and effective manner with lessons/guidelines drawn and disseminated. The Security Department is empowered by Vice Chancellor and the University Management Committee for the enforcement of all campus security rules and regulations and as custodian of all company property, assets and services. To achieve the above desired security goals and results; the followings are some effective measures/regulations to be adhered by our Staff/Students and visitors alike which also include traffic/parking regulations.
STAFF/STUDENTS SECURITY RESPONSIBILITIES WHILST IN CAMPUS
· To wear and display Identity Card (ID) at all times on campus as it also serves as a security pass which also allows you access into and out of buildings
· To immediately lodge a report to the Security Office to get a replacement for lost ID (payment is required)
· To immediately notify the Security Office or Security Guard of any suspicious person (s) seen loitering within campus grounds
· Campus vehicles sticker's ruling. Please ensure you have a valid vehicle's sticker to gain entry and use of parking facilities. University Security system requires all staff and students to abide to these rules/regulations.
· All vehicles (staff/students/visitors) must parked their vehicles at the designated parking areas/lots. Traffic summonses will be issued for non compliances and fees will be charged. Vehicles wheel clamping action will also be taken for the above offence and unclamping fees will be charge accordingly.
· Vehicles stickers issued to on-campus students by Accomodation Office (Kelompok) which allows parking facilities at Kelompok only; and also entering/exiting campus gates. You are not allowed to drive and park your vehicle's at the Colleges/Lab/Admin Building parking areas during peak hours (office hours from 8.00 am to 5.30 pm) due to shortage of parking spaces.
· Campus premises and roads are also access to public; as such it is deem to be a public road under the Malaysian Road Transportation Act 1987 which requires users to abide the above law i.e. driving with valid licence, valid road-tax, insurance, drive within the speed limit etc.
· Campus buildings and premises is a non-smoking area. It is considered a serious offence if staff/students/visitors do not observe the above prohibition.
· Visitors are required to leave their driving licence or ID at the Guardhouse before being allowed to enter Campus pemise and buildings
· On Campus students are not allowed to leave campus ground after 12.00 midnight till 6.00 am unless with written permission from Resident Counselor. Students entering campus ground after 12.00 midnight will have their particulars recorded by duty Security Guard and details submitted to Director of Student Affairs Office for appropriate actions.
· Visitors of the opposite gender are not allowed to enter the Student Accomodation building and are only allowed to be outside the building for dropping off or picking up students within a limited time of about 15 minutes
· Staff/students is not allowed to be in close proximity another staff/students of the opposite sex in secluded place/area that could lead to unwarranted sexual incidents
· Staff/students to give and provide full cooperation to any authorize person(s) appointed by the University or Security Guard carrying out their duties at all times required.
